Phase IIA: Consists of measures which do not require intensive design and/or which are not required to go through a DSA approval process such as, for instance, unitary equipment upgrades, where existing old equipment will be replaced by like-in-kind new, energy efficient equipment.
The measures included in Phase IIA are:
Installing the measures listed above will provide the following benefits:
- Energy and water savings due to improved efficiency
- Reduced maintenance costs currently being incurred due to ageing mechanical equipment, lighting systems and controls
- Centralized control
- Improved comfort for occupants
- Modernization or replacement of old equipment and fixtures
- Environmental benefits due to reduced electric and gas usage
- Rebates and incentives realized from utilities to offset project costs

Description of Work
- Provide lighting upgrades as listed in Exhibit D
- Fluorescent lamps will be 28 W third-generation lamps
- Fluorescent ballasts will be programmed start for all areas for ease of maintenance
- 4 foot linear fluorescent fixtures with 3 and 4 lamps – De-lamp the existing fixtures to 2 x 32 watt high lumen T8 lamps and program start ballast. Install new reflector and bi-pin sockets.
- 4 foot linear fluorescent fixtures - Replace the existing electronic ballast and T8 lamps with new 28 watt T8 lamps and program start ballast. Install new bi-pin sockets to facilitate the new ballast.
- Other linear fluorescent fixtures - Replace the existing electronic ballast and T8 lamps with new 800 series T8 lamps and program start ballast. Install new bi-pin sockets to facilitate the new ballast.
- Screw-in Compact fluorescent and Incandescent fixtures – Wash and relamp the fixtures with new compact fluorescent screw in lamps.
- Incandescent Exit Signs – Replace the existing incandescent signs with new LED exits.
- Install motion sensors in areas without existing sensors per Exhibit D.
Unitary Mechanical Upgrades
- LAC - Bldg.’s S, W
- PCC – Bldg. MM
Description of Work
Wall Mounted Unit Replacements:
- Removed and properly disposed of existing units as listed in equipment list
- Provide and install (33) new high efficiency 13 SEER unit of equal capacity
- Provide and install new electrical connections between the unit and the existing disconnect at the unit
- Provide for connection and termination of new condensate drain lines (copper) to dry well condensate drains
Roof Mounted Package Unit Replacements:
- Remove the existing units as listed in equipment list and provide for disposal, including refrigerant.
- Install (17) new replacement HVAC unit(s) at the old location(s). Repair or replace defective curbs and connect to ductwork as provided below. Provide start-up of new unit.
- New units to be high efficiency (11.3 EER minimum) gas-electric units of same capacity and configuration complete with economizer
- At MM, provide new ductwork above roofline and connect to ductwork below. At S, the unit will be re-connected to existing ductwork above roof.
- LAC - Bldg.’s J, K, P, R, A, G, H, O, M, N, V, Y
- PCC – Bldg. AA, BB, EE, CDC
Description of Work
Furnish and install:
- Replace existing Honeywell 50 and 100 controllers with Siemens LON MEC.
- DDC control wiring and conduit where necessary.
- Point mapping from existing Honeywell 10 controllers, that will remain in place, to the new Siemens LON MEC.
- New immersion water temperature sensors and outside air temperature sensors in buildings where applicable.
- AEM for connection to campus network to replace Honeywell dial up network.
- Graphics generation at Siemens existing workstation.
- Tie into Siemens campus energy management system network.
- LAC - Bldg.’s B, C, D, E, J, K, Q, R, S
- PCC - Bldg. FF, GG, MM
Description of Work
- Provide bathroom fixture retrofits.
- Remove existing 3.5 gallons per flush (gpf) floor mount flushometer china and valves and replace them with new 1.28 gpf china and valves.
- Remove existing 3.5 gpf wall mount flushometer china and valves and replace them with new 1.6 gpf china and valves.
- Remove existing 1.5 gpf urinals and replace them with .5 gallon high efficiency urinal valve and china.
- Replace existing 1.0 gpf urinal valves with 0.5 gpf urinal valves.
- Install 1.0 gpm faucet flow restrictors on bathroom sinks.
- Remove existing 2.5 gpm showerheads and replace them with 1.5 gpm showerheads.
Description of Work
Pool Cover and Automatic Pool Unwinders:
- Provide new insulated 5,700 sq ft. solar pool double-laminated blanket to cover the pool during non-operating hours
- Install new electrical wiring to provide a 120 Volt – 20 amp circuit to power the new automatic power pool covers.
- Provide new automatic power wall-mounted pool cover reels and covers.
Hot Water System Improvements
Description of Work
- Remove and dispose of existing two (2) boilers, hot water pumps, expansion tanks and plumbing from the point of entry into boiler mechanical rooms.
- Provide new boilers to match existing capacity meeting applicable codes, as determined by engineering.
- Provide new hot water pumps matching existing size and flow requirements.
- Include providing electrical service to hot water pumps. New electrical service to include new starters and disconnects; new electrical work to be per applicable codes.
- Provide new hot water supply and return insulated piping, and new make-up water piping and pressure regulators, and connect to point of entry from mechanical room.
- Provide, install and connect new bladder-type expansion tank, and water treatment system in boiler room.
- Connect new piping to boiler and pumps. Provide ball valves for maintenance and isolation, new condensate piping to drain and new gas regulator and piping downstream of the regulator to the boiler.
- Provide new flue stacks. Provide sheet metal and flashing to adapt the new flue stack to existing flue penetration.
Description of Work
- Remove all existing roof down to substrate.
- Install one layer fiberglass base sheet mechanically attached to plywood substrate
- Provide and install tapered insulation crickets behind curbs and skylights
- Install two plys of fiberglass ply sheet set in hot asphalt
- Provide and install edge metal with cleat and cover plate
- Provide and install lead flashings for existing penetrations
- Install Garland Versiply 40 modified SBS sheet in all angles and curbs
- Install Garland Stressply FR Plus mineral cap sheet in hot asphalt
- Install Garland Pyramic Coating over roof membrane for Title 24 compliance
- Install new coping over parapet wall
